The monsoon season due every year near the end of July has in 2010 produced a year&#8217;s rain in 36 hours. The Indus River which flows through Pakistan was overwhelmed leading to the flooding of many villages.</p>
<p>Images of the president of Pakistan shuttling European cities as his own citizens pulled dead bodies from the floods beamed around the world as Zardari confirmed once and for all his complete disregard for his own people in the face of this unprecedented disaster.</p>
<p>Whilst it has become common practice to throw a number of emotional rants in times of government incompetence, successive governments in Pakistan have failed the nation one after the other and one disaster after the other. On this occasion we should go beyond this. Historically national disasters, war and travesties are occasions to review national purpose and a nation&#8217;s identity. The <a href="http://en.wikipedia.org/wiki/Attack_on_Pearl_Harbor">Pearl harbour bombings</a> of 1941resulted in the US to mobilise for WW2. The new found purpose resulted in the expansion of the national defence system and society viewed it as its duty to defend America. This new found purpose turned America into the world&#8217;s superpower. </p>

<p>Pakistan is at such a cross road once again where its government has shown how it really feels about its people. The 2010 floods is Zardari&#8217;s Lal musjid and we should use this national disaster to chart a new course for the Ummah of Pakistan through establishing the Khilafah. Some of the actions a future Khilafah in Pakistan could undertake are:</p>

<p>Currently Pakistan has an unnecessary reliance on the US. The US needs Pakistan rather than Pakistan needing the US. The US relies on Pakistan for 80% of all equipment for its war effort in Afghanistan. It also needs Pakistani territory for meeting its fuel needs. According to Strategic Forecasting, the Texas-based private intelligence agency: <em>&quot;Pakistan remains the single-most important logistics route for the Afghan campaign. This is not by accident. It is by far the quickest and most efficient overland route to the open ocean.&quot;</em> As most of Pakistan was being subsumed by the flooding America was dropping bombs on Pakistan. On Pakistan&#8217;s Independence Day 13 Muslims were killed in a <a href="http://news.xinhuanet.com/english2010/world/2010-08/15/c_13445659.htm">US drone attack</a>. Three missiles were fired at a village near Mirali in Pakistan&#8217;s northwest tribal area of North Waziristan. It is not the so called extremists who are taking advantage of the floorings it is the US who is expanding is failed endeavour in Afghanistan into Pakistan. Pakistan can very easily weaken the US in the region by turning its back on it. The US is already losing the war in Afghanistan and it is only the current compliant leadership in Pakistan that allows the US to avoid embarrassment. </p>

<p>China from many perspectives needs Pakistan due to its strategic location. China&#8217;s navy has a strategic presence on the Mekran coast in Baluchistan, and along the Gwadar port that overlooks the supply routes for oil needed to keep the Chinese economy growing, and for checking on <a href="http://www.uscc.gov/hearings/2005hearings/written_testimonies/05_07_21_22wrts/nalapat_md_wrts.pdf">India&#8217;s hegemonistic ambitions</a>. Developing strategic relations with China will allow Pakistan to move away from the US area of influence. This will at the same time complicate US plans to contain China. Pakistan should use such bargaining power with China to solve its Xinjiang separatist problem with a treaty of Hudaibiyah type deal.</p>

<p>Pakistan could begin to make better use of its strategic resources. Pakistan has significant quantities of copper, chromite, iron, antimony, zinc and Gold. Baluchistan has the world&#8217;s fifth largest reserves of copper and over 20 million ounces of untapped Gold reserves. Pakistan has no shortage of coal and gas. Pakistan has been blessed with the world&#8217;s largest coal field at Thar in Sindh. It comprises around 175 billion tonnes of coal which is the equivalent of 618 billion barrels of crude oil; this would meet the country&#8217;s fuel requirements for a century. Pakistan has been able to build five oil refineries and whilst their capacity is small, under an industrialisation drive these can be expanded and will make Pakistan self sufficient in energy. The shortage of oil refineries in the Middle East can potentially make Pakistan an important location for energy.</p>

<p>Pakistan should build upon its existing industry in order to industrialise and become self sufficient and independent. Pakistan surprisingly has managed to develop the foundations of an advanced military industry even though it has a dysfunctional economy. Pakistan began with virtually no military production capability, however it has managed to become self sufficient in areas such as aircraft overhaul, tanks, helicopters, frigates, submarine construction and fighter jets. Pakistan has on some individual military areas made stunning advances which need to be built upon. These include the development of nuclear weapons, the development of an advanced tactical ballistic missile programme, the development of a basic space programme and the development of its own drones. Such developments are the key for rapid industrialisation.</p>

<p>This national disaster is perfect time to end the army&#8217;s role in America&#8217;s war on terror where they can be re-deployed to reconstruction and relief efforts in the country. Politically America will undermine itself globally if it were to pressure Pakistan to leave its units where they are on the border to fight America&#8217;s war when the Muslims of Pakistan are drowning in the floods.</p>

<p>Whilst the UN and many around the world are organising charity, Much of Pakistani funds are going on America&#8217;s war on terror or on debt repayment which in handcuffing Pakistan for the foreseeable future. Pakistan politically can call for such debt to be written off in the face of this national disaster. This will then allow Pakistan to divert government funds to the relief effort. In this way Pakistan can come out of this disaster independent and stronger. </p>
</li>
</ol>
<p>Whilst this is by no means an exhaustive list of actions that can be taken by Pakistan, Pakistan has all the necessary ingredients to rapidly industrialise, unify with the Muslim world and become a global player. From many perspectives Pakistan is in a much better position on the eve of development than many of the industrialised nations were. Both the US and Britain had very small populations whilst Germany and China today have energy challenges. Pakistan today has a population of 172 million where 50% of the population is under the age of 15. Only 4% of the population is over 65.</p>
<p>The Muslims of Pakistan must not allow this disaster to lead to some artificial change, its time the Ummah took their destiny into their own hands and made this change a reality. Those who save the deen, work to establish it and strengthen it have an exalted position in the eyes of Allah Ø³Ø¨Ø­Ø§Ù†Ù‡ ÙˆØªØ¹Ø§Ù„Ù‰. Their names will be remembered throughout history, with successive generations making du&#8217;a for them, and they will be highly rewarded by Allah Ø³Ø¨Ø­Ø§Ù†Ù‡ ÙˆØªØ¹Ø§Ù„Ù‰.&#160; The Prophet ØµÙ„Ù‰ Ø§Ù„Ù„Ù‡ Ø¹Ù„ÙŠÙ‡ ÙˆØ³Ù„Ù… prophesied that Constantinople will be conquered one day, and it was Muhammed al-Fatih who Allah blessed with this honour. The 2010 floods should be the last time the Muslims of Pakistan are left to fend fore themselves when their government litters their pockets.</p>

Even during the weaker periods of the Islamic State, the well being of its citizens, Muslims and non-Muslims alike, was always one of the primary functions of the State. This is not surprising since Allah (swt) said in Surat Al-Anbiya:   <br />ÙˆÙŽÙ…ÙŽØ§ Ø£ÙŽØ±Ù’Ø³ÙŽÙ„Ù’Ù†ÙŽØ§ÙƒÙŽ Ø¥ÙÙ„Ù‘ÙŽØ§ Ø±ÙŽØ­Ù’Ù…ÙŽØ©Ù‹ Ù„ÙÙ„Ù’Ø¹ÙŽØ§Ù„ÙŽÙ…ÙÙŠÙ†ÙŽ     <br />â€œWe sent thee not, but as a Mercy for all creaturesâ€[TMQ 21:107]    </p>
<p>And in Surat Taha:    <br />ÙÙŽÙ…ÙŽÙ†Ù Ø§ØªÙ‘ÙŽØ¨ÙŽØ¹ÙŽ Ù‡ÙØ¯ÙŽØ§ÙŠÙŽ ÙÙŽÙ„ÙŽØ§ ÙŠÙŽØ¶ÙÙ„Ù‘Ù ÙˆÙŽÙ„ÙŽØ§ ÙŠÙŽØ´Ù’Ù‚ÙŽÙ‰ (123) ÙˆÙŽÙ…ÙŽÙ†Ù’ Ø£ÙŽØ¹Ù’Ø±ÙŽØ¶ÙŽ Ø¹ÙŽÙ†Ù’ Ø°ÙÙƒÙ’Ø±ÙÙŠ ÙÙŽØ¥ÙÙ†Ù‘ÙŽ Ù„ÙŽÙ‡Ù Ù…ÙŽØ¹ÙÙŠØ´ÙŽØ©Ù‹ Ø¶ÙŽÙ†Ù’ÙƒÙ‹Ø§ ÙˆÙŽÙ†ÙŽØ­Ù’Ø´ÙØ±ÙÙ‡Ù ÙŠÙŽÙˆÙ’Ù…ÙŽ Ø§Ù„Ù’Ù‚ÙÙŠÙŽØ§Ù…ÙŽØ©Ù Ø£ÙŽØ¹Ù’Ù…ÙŽÙ‰     <br />â€œâ€¦ whosoever follows My Guidance, will not lose his way, nor fall into misery. But whosoever turns away from My Message, verily for him is a life narrowed down, and We shall raise him up blind on the Day of Judgmentâ€[TMQ 20:123-124]    </p>
<p>In this issue, we will provide some examples of how people lived under the rule of Islam throughout Islamic history. This will inshaAllah, help us appreciate and better understand the reality of life under the rule of Islam.</p>

<p><strong>Healthcare</strong>    <br />In Islam the health of an individual is highly valued, and is considered one of the basic needs of man, along with food and security. RasoulAllah (saw) said:    <br />â€œWhoever becomes free of illness, secure and safe among his people, and has food for his day, then it is like if he owns the duniaâ€[Al-Tirmidhi and Ibn Majah]    <br />Consequently, in Islam, providing free and competent healthcare has been made a responsibility on the Islamic State towards all its citizens â€“ rich, poor, Muslims and non-Muslims alike. RasoulAllah (saw) said:    <br />â€œThe imam (khalifah) is the caregiver and he is responsible for his peopleâ€[Al-Bukhari]    <br />Providing free healthcare to people was exemplified by RasoulAllah (saw) in Madina. Ibn Ishaaq reported in his sirah book that a tent was built in the masjid and a woman named Rofaydah from the tribe of Aslam used to provide diagnosis and medication to people free of charge for both the rich and poor. When Saad Ibn Muadh (ra) was hit by an arrow during the Battle of the Trench, RasouAllah (saw) told the companions to take him to the tent of Rofaydah. Rofaydah was paid by the State through shares from the booties of war as Alwaqidi mentions in his book Almaghazi.</p>
<p>Providing healthcare services to the citizens of the State continued throughout the Islamic history and the kuffar themselves bear witness to this. For example, Mr. Gomar, one of Napoleonâ€™s leaders during Franceâ€™s campaign (1798-1801) to occupy Egypt, described the healthcare services and 600 year-old health facilities that he saw, â€œall sick people used to go the Bimaristan (i.e. hospital) poor and rich, without distinction. Doctors were hired from everywhere in the east, and they were well paid. There was a pharmacy stocked with medicine and instrumentations. Two nursing personnel were serving every patient. Those with psychological disorders were isolated in a separate section and were taken care of. They were entertained by storytelling among other things. Those who recovered (from either physical or psychological illness) would spend some time in the rehabilitation section. When discharged, each patient would be given five pieces of gold so the patient would not need to work as soon as he/she leftâ€. The French Orientalist, Prisse Dâ€™Avennes, describing the same hospital, said, â€œthe patientsâ€™ halls where either cooled down by using huge fans spanning from one side of the hall to the opposite side, or warmed up by burning perfumes. The floors of these halls were covered by branches of the (Hinna) or pomegranate trees or other aromatic treesâ€. </p>
<p><strong>Well Being.</strong>    <br />The well being of citizens is exemplified by the hadeeth narrated by Abu Hurayra in Sahih Muslim stating that RasuolAllah (saw) said:    <br />â€œwhoever leaves money, then it is for the inheritors, and whoever leaves weak offspring then it is to usâ€[Muslim]    <br />That is, the State is responsible for providing the basic necessities like food, shelter, and clothing to those who cannot afford it for any reason. The well being of the people under the rule of Islam is a result of implementing the ahkam of Allah (swt). The understanding of the responsibility that the khaleefah and State have towards people is what made Abu Bakr (ra), as the khaleefah, serve an old blind women living in the outskirts of Madina. Omar Ibn Alkhattab (ra) wanted to serve her too, but he found that Abu Bakr (ra) had already cooked food, cleaned the house and washed her clothes for her. It is the same understanding and feeling of responsibility that made Omar (ra), when he was the Khaleefah, go back to Bait-ul-Mal (treasury) and carry bags of wheat and food on his own back all the way to a woman and her kids living outside the Madina and cook food for them. He (ra) refused his servantâ€™s offer to carry the bags for him by saying, â€œwill you carry my sins and responsibilities for me on the day of judgment?â€</p>
<p>The care for people extended to children too. During the Khilafah of Omar, there was a policy to pay a stipend whenever a child finished breastfeeding. However, one day Omar (ra) heard a baby crying so he asked the childâ€™s mother to â€œFear Allah (swt) in your baby and take care of himâ€. She explained that she stopped breastfeeding early in order to receive the stipend from the Islamic State. The very next day, after Fajr, Omar revised the policy to pay the stipend at birth. Omar (ra) feared Allahâ€™s (swt) accounting and said while crying â€œeven the babies O Omar!â€ â€“ meaning he would be accounted for harming the children.    <br />Animals are also safeguarded by the Khalifah. Ibn Rushd Alqurtobi reported on the authority of Malik that Omar (ra) passed by a donkey burdened by blocks of stones. Realizing the animal was in distress he removed two blocks from its back. The donkeyâ€™s owner, an old woman, came to Omar and said â€œO Omar, what do you have to do with my donkey? Do you have an authority to do what you didâ€. Omar said â€œwhat do you think makes me fill this post (khaleefah)?â€ Omar (ra) meant that by assuming the responsibility of Khaleefah Omar (ra) was responsible for all the ahkam of Islam, which includes acting on the hadeeth of RasoulAllah (saw) that was narrated by Abu Dawood, on the authority of Abu Hurayra (ra): â€œBeware not to take the backs of your animals as (minbars), for it that Allah (swt) has made them to carry you to a place that would be hard for you to reach, and made the earth so you fulfill your needs on its surface.â€ That is, we must be merciful to animals and not overburden them.</p>
<p>This pattern of providing for the people and caring for their well being continued throughout the khilafah until its destruction in 1924. Ibn Aljawzi reported in his book about the lifetime of Omar Ibn Abdulaziz that Omar asked his governors throughout the State for the counts of all blind people, those with chronic diseases, and the disabled. He then assigned a guide for every blind and two servants for every chronically ill or disabled person throughout the whole Islamic State that spanned from China in the east to Morocco in the west, and Russia in the north to the Indian ocean in the south. Ibn Aljawzi also reported that Omar asked his governors to bring any poor person in need. Once they did, he covered all their needs from Bait-ul-Mal. He then asked for those who had debt and could not pay back. He paid their debt, in full, from Bait-ul-Mal. Then he asked for those who wanted to marry but could not afford to, and he paid for their marriage. The well being and prosperity of the people under the Islamic rule was such that during the khilafah of Omar Ibn Abdulaziz, the State could not find poor people to pay the zakat money to.</p>
<p>Ibn Jarir reported during the time of khaleefah Alwaleed Ibn Abdulmalik that the State built and took care of the masjids, built roads, fulfilled the needs of people, paid the disabled and ill people, and ordered them not to beg people but rather ask the State if they did not have what sufficed them. He was the first khalifeeah to build and institutionalize Bimaristans (hospitals). He assigned a servant for every disabled person, a guide for every blind person, salary for the imams (of masjids), and built â€œguest housesâ€ for strangers and travelers everywhere in the State.    <br />During the Ummyads and Abbasid khilafah, the travelersâ€™ routes from Iraq and bilad-uSham (todayâ€™s Syria, Jordan, Lebanon and Palestine) to Hijaz (region of Makkah) were setup with â€œguest housesâ€ along the routes which were equipped with water, food and shelter supplies everyday to ease the travel for people. The remnants of these facilities can be seen today in bilad-uSham. The records of the charity trusts (Waqf) for some hospitals in bilad-uSham testify to this. For example, the records for the charity trusts of Alnnoori hospital in Allipo (Syria) mentions that each mentally-ill person was assigned two servants who are responsible, everyday, for giving him/her a shower, dressing in clean cloths, assisting in prayer (if he/she can) and listening to Quran, and walking him/her outside in the open air to relax.</p>
<p>The Uthmani Khilafah carried out this obligation too. This is evident in servicing the people by building the famous Istanbul-Madina â€œHejazâ€ railway during the time of Sultan Abdulhameed II to facilitate travel for the pilgrims to Makkah as well as to improve the economic and political integration of the distant Arabian regions. While the Muslims rushed to donate and volunteer to building the railway, the Uthmani khilafah offered the transportation service to people free of charge.</p>
<p>This is only a snapshot of how the life of people under the rule of Islam used to be in the days of khilafah. May Allah (swt) help us all to work for it and make us witness and enjoy its existence againâ€¦ Ameen.</p>

And more often than not it will involve a fair dose of urgent persuasion.Although illegal (and the programme makers stress the illegality of his actions) Jack Bauer will routinely cut off his opponents fingers (with a cigar cutter), inject all manner of chemicals, or simply beat them to near death in the interests of gathering a vital morsel of information. Itâ€™s an example of the â€œticking bombâ€ scenario â€“ faced with a ticking bomb, all formalities and rules go out the window. Of course in a 24 part series with each part representing only 1 hour of Jackâ€™s frantic life, not a minute can be lost â€“ so much so that the torture tactics appear regularly â€“ on average every 2 hours in fact! While â€œ24â€ doesnâ€™t represent reality, it has managed very effectively to desensitize the American public to the use of torture.</p>
<p> <span id="more-1005"></span>
<p>But Binyam Mohamed is no fictional character, and the repeated torture he suffered at the hands of his captors was no illusion.Where was the ticking bomb in his case? What was the urgent life or death information that had to be extracted with the greatest reluctance? In his case, and those of many others, the â€˜ticking bombâ€™ is as real as Saddamâ€™s WMD.</p>
<p>In Binyamâ€™s case, a US judge reported that his <em>â€œtrauma lasted for two long years. During that time he was physically and psychologically tortured. His genitals were mutilated â€¦All the while he was forced to inculpate (incriminate) himself and others in various plots to imperil Americans.â€ </em></p>
<p>The supposed â€˜ticking bombâ€™ scenarios initially used to justify the use of torture, have now been replaced by sustained and routine torture of detainees in the off chance that some useful intelligence can be gained. Supposed â€œlife savingâ€ emergency action is now intimidation and humiliation as witnessed at Guantanamo bay, Bagram Air base,Abu Ghraib and many other less publicised rendition centres.</p>
<p>The 1984 UN Convention against torture that Western states supposedly uphold is explicit. It defines torture as â€œthe intentional infliction of severe pain or suffering whether physical or mentalâ€. The US only ratified this law 10 years later in 1994 and have been reigning back on it ever since. President Bush set out a new directive redefining what constitutes torture in a communiquÃ© of August 2002:â€œthe infliction of pain equivalent to serious physical injury, such as organ failure, impairment of bodily functions or even deathâ€.Anything less than such a draconian beating merely constitutes â€œcoercive interrogationâ€ in the US leadershipâ€™s eyes.</p>
<p>The British government, despite protestations of principle against torture in all its guises, is in reality complicit with American policy.The Binyam Mohamed case has exposed the hypocrisy of their position. Binyam Mohamed complained that British agents attended his interrogation/torture sessions.A case confirming British involvement (MI5 and MI6) in his torture by the CIA, was tried at court in 2009. Despite attempts by the UK foreign secretary, David Miliband, to suppress the evidence, citing that such disclosure would harm national security because it was given in confidence by the US authorities, the government lost the case at the high court. On 14 December 2009, Miliband appealed against the high court ruling, that CIA information on Binyam Mohamedâ€™s treatment, and what MI5 and MI6 knew about it, must be disclosed.</p>
<p>The British governmentâ€™s excuses for their attempted and failed cover-up run hollow. There was no vital and confidential information extracted from Binyam Mohamed only that they tortured him and British agents happily watched/assisted. Furthermore if you make it known that you are prepared to accept the unreliable intelligence gained via torture, you are hardly doing anything to discourage the continuation of such torture â€“ which further exposes the lie that they really oppose its use.</p>
<p>The subsequent decision of the UK Attorney General that MI5 and MI6 will not be investigated or prosecuted in connection with their complicity in the torture of detainees, only adds to the clear impression that such detestable and illegal activity is now being officially condoned at the highest levels.</p>
<p><strong>The Debate</strong></p>
<p>Some people in the West feel sad that principles of â€˜human rightsâ€™, that some in earlier generations fought hard for in Europe, such as the outright forbiddance of torture, have now so easily fallen by the wayside in the so-called â€œfreeâ€ world.</p>
<p>But outside those individuals who do actually care about these principles, there are&#160; leading legal or journalistic figures who are not merely debating the abhorrent idea but actively trying to justify it, which shows the depths to which some will stoop in their â€œwar on terrorâ€. In a recent article, the media commentator Bruce Anderson not only declares it a right to torture, but states Britain has a â€œdutyâ€ to torture, even advocating the torture of a suspectâ€™s family to achieve the desired aims.</p>
<p>It is little wonder that trust and respect for the secular values espoused by western governments hold little acceptance anywhere in the Muslim world. PreÂ­emptive strikes for regime change, military occupation, and now pre-emptive torture to elicit confessions, desired intelligence or to simply bully, show the true face of a morally bankrupt regime, and Muslims have already experienced enough of those on our side of the fence. Democracy and freedom are merely slogans designed to attract the unthinking to their side, when in reality the old doctrine of â€œmight is rightâ€ holds the true leadership.The battle for ideas was lost long ago.They disqualify themselves even before the starting blocks.</p>
<p>But there is also an inherent schizophrenic identity crisis in Western states. On one hand there is a strong claim of a principled commitment to human rights. But in truth these states regularly discard their human rights ideals for narrow interest based/utilitarian ideals. Moreover, much of the argument against torture is not that it is wrong in principle, but that it simply does not work, as if it would be any less repugnant if it had a modicum of success.The hypocrisy of such people that advocate human rights but hide behind legal injunctions and court actions to keep silent the truth of what their security services have done, does not do them or the system they represent any good.</p>
<p>If they really had confidence in the principles they profess then surely they would have confidence that the arguments driven from these principles would win the debate. But the only plausible alternative explanation of this contradiction is that they (the ruling establishment in the West) know that the system is not truly fit for purpose. Hence they maintain an elaborate charade necessary to at least keep concerned individuals amongst the general public happy. But many Muslims are not so easily deceived.</p>
<p><strong>Islam</strong></p>
<p>Islam in contrast prohibits torture or any mistreatment of prisoners of war whatsoever.A common criticism of Shariah law is that it is absolutist on some issues, but this includes an absolute prohibition of torture.</p>
<p>The Messenger (Sall Allahu â€˜alayhi wa sallam) said: <strong>â€˜Providing a proof is incumbent on the plaintiff and giving an oath is a must on the defendant, if he denies.â€™</strong></p>
<p>The Messenger of Allah explained that providing the initial proof is for the plaintiff to provide which also indicates conclusively that the defendant is treated as innocent until proven guilty. Coersion, the use of force and threatening behaviour towards the accused is also prohibited.</p>
<p>Hizb ut-Tahrir listed as Article 12 in the Draft Constitution for the Islamic State: Initially every person is innocent.And no one is to be punished except by a rule of court. It is not permitted to torture any one and whosoever does so will be punished.</p>
<p>There is no â€˜ends justifies the meansâ€™ argument in Islam, no ticking bomb clauses and no conviction without the presentation of evidence, the right to defend oneself in a valid court of law, and the right to a fair trial.The fact that torture exists today in Muslim countries is because these countries have adopted an â€˜ends and meansâ€™ argument â€“ where the ends are to secure regimes, and the means are torture to create fear and to keep western allies happy.The next Caliphate will have a constitutional prohibition on torture absolutely, and there is nothing that Jack and his friends at Fox can do to change that.</p>

The ban is politically opportunistic, pressures Muslims to abandon some of the Ahkam of Islam, and paints the Muslims as foreigners. In terms of voicing our opposition to this ban, we must do so intellectually and on the basis of Islam even when calling on the wider Canadian society to stop this ban.   <br />Last month, the Quebec government tabled Bill-94. According to the Canadian Press, the bill says that &quot;people obtaining &#8211; or delivering &#8211; services at places like the health- or auto-insurance boards will need to do so with their faces in plain view&quot;. The bill has been widely reported as the &quot;niqab ban&quot;. In a press conference regarding the bill, Jean Charest, the premier of the Province of Quebec, stated: &quot;Two words: Uncovered face&quot;. He also defended the bill on the &quot;principle of equality between men and women, and the religious neutrality of the state&quot;. The Canadian Press also reported that Salam Elmenyawi of the MCM questioned the need to legislate against such a small minority of the population. &quot;It is a knee-jerk reaction to the opposition and vote-grabbing more than anything else&quot;.</p>

<p><strong>Niqab Ban: Political Opportunism</strong>    <br />This move by the Quebec government imitates that of France. In January of this year, France banned the wearing of the burka while receiving assistance from any public services such as hospitals, schools and public transportation. Charest&#8217;s motives are being questioned and are being seen as political opportunism as only 10 people out of 118,000 visitors to the health board&#8217;s Montreal office in 2008-09 wore the niqab. As noted in the Canadian press this is only 0.00009% of all cases!    <br />Given the current economic crisis that is gripping the world, including the province of Quebec &#8211; whose gross debt is 50% of its GDP; the highest ratio of all the provinces &#8211; why is the government focused on a bill that targets hardly anyone?    <br />With respect to political opportunism, the Globe and Mail reported that the ban granted Charest &quot;his first round of positive press in a very long time&quot; &#8211; referring to the political backlash he has received over &quot;his handling of the ongoing debate in Quebec over the limits of reasonable accommodation&quot;. Prime Minister Stephen Harper and Michael Ignatieff, leader of the federal Liberal party, both have noted their support for the ban.    <br />This race to the bottom is endemic in democratic countries. In Europe, politicians shifted to the right, in an effort to appease the racist shift in societal attitudes. In Denmark, during the 2002 elections, the right-wing Dansk Folkeparti (Danish People&#8217;s Party) was distributing leaflets that had pictures of a young blonde girl with the byline: &quot;By the time she retires there will be a Muslim majority in Denmark&quot;. Such a leaflet was designed to provoke fear about the Muslims &#8211; who only make up 2% of the population. As it turns out, the Danish political party, that was in power at the time of the printing of the cartoons insulting the Messenger of Allah ØµÙ„Ù‰ Ø§Ù„Ù„Ù‡ Ø¹Ù„ÙŠÙ‡ ÙˆØ³Ù„Ù…, was dependent on Dansk Folkeparti for political survival. So is it any surprise that the Danish Prime Minister at the time (Anders Fogh Rasmussen) supported the printing of the insulting cartoons as a &quot;necessary provocation&quot;? This is the sad reality of democratic politics.</p>
<p><strong>Fitnah: The Pressure to Abandon Islam</strong>    <br />The other aspect of the niqab ban is to make Muslims compromise in their Deen. Commentators on the matter have taken issue with the Muslim sister because she refused to compromise. As Allah Ø³Ø¨Ø­Ø§Ù†Ù‡ ÙˆØªØ¹Ø§Ù„Ù‰ revealed:    <br />ÙˆÙŽØ¯Ù‘ÙÙˆØ§ Ù„ÙŽÙˆÙ’ ØªÙØ¯Ù’Ù‡ÙÙ†Ù ÙÙŽÙŠÙØ¯Ù’Ù‡ÙÙ†ÙÙˆÙ†ÙŽ    <br />&quot;They wish that you should compromise (in religion out of courtesy) with them, so they (too) would compromise with you.&quot; [Al-Qalam, 68:9]    <br />Again, Quebec is not alone in this tactic of making Muslims compromise in their Deen. In France, the hijab is banned. In Ireland Muslim male applicants for post-nuptial citizenship have to sign a sworn affidavit that they will not take a second wife in the future. In Holland, predominantly Muslim immigrants must watch a video with scenes of nudity and homosexuality before they are granted citizenship.</p>
<p><strong>Demonizing Muslims: Part of the War on Islam</strong>    <br />Since 2001, the G8 Nations have increased their military presence in the Muslim world. Canada is assisting the American forces to occupy Afghanistan. The bans in Quebec, France, Holland, Belgium are a way of giving the impression that the customs of Muslims are so &quot;backward&quot; and that these nations have a &quot;civilizational&quot; duty to bring &quot;enlightenment&quot; to us. The problem for the Canadian Capitalist elite is about how to sell this war to the Canadian public &#8211; who pride themselves on their tradition as peace keepers. Canadian diplomat, Robert Fowler, noted this issue when he stated: &quot;We are simply not prepared to foot the massive price in blood and treasure which it would take to effectively colonize Afghanistan &#8230; and replace their culture with ours, for that seems to be what we seek.&quot;</p>
<p><strong>What will be Banned Next?</strong>    <br />The danger of the niqab ban is the precedence that it will set. As it has happened in Europe, the opportunistic politicians attack and create laws that limit one aspect of Islam, which leads them to become emboldened and even more aggressive in their attack on Islam and Muslims. For example, in Belgium politicians first banned hijabs in schools. Now the Belgian government is on its way to ban the burqa outright -meaning no Muslimah can wear the burqa anywhere in the country. Similarly, the French government first banned the hijab in government buildings and now they are trying to ban the burqa as well.    <br />Consequently, Muslims must recognize that this bill is not simply about the face covering. It is an attack on Islam, which will set the stage for further restrictions on Muslim men and women. What will be next? Will the hijab and jilbab be banned? Will Muslims be told to shave their beards? Will we be prevented from praying in public places? If the opportunistic politicians succeed in banning the niqab under such pretenses, then they can justify similar legislation against the Islamic dress, the beard, and the salat.    <br />As a result, all Muslim men and women should be concerned about this issue and intellectually express their disagreement with the bill.</p>
<p><strong>Canadian Society: Moving towards Intolerance?</strong>    <br />Although the niqab ban may bring political gains to the Liberal party in Quebec, it will do so at a great cost to the overall society in Quebec, and Canada. The Canadians pride themselves on having an open society, but with the passage of the bill we can expect greater tensions within society. As reported in the CBC, Fo Niemi, director of the Centre for Research Action on Race Relations, points out that the ban on the niqab not only has implications on Muslims, but also sets a precedent for all minorities. He noted &quot;Today it is the niqab, tomorrow it could be the hijab the day after that it could be the Sikh turban &#8230; and then afterwards &#8230; how far we go? Will we even go to the point that we withdraw funding from the Jewish hospital or require that the Jewish hospital remove its Jewishness because the state shall not fund or support religious expression?&quot;</p>
<p><strong>How to raise this issue with the wider society?</strong>    <br />As Muslims, we cannot be silent about this issue. Also, it is an issue that impacts the fabric of Canadian society: it is something that the wider Canadian society should be concerned about. So, how should we discuss the issue?    <br />Most importantly, we must discuss this matter on the basis of Islam alone. It is wrong to discuss on the basis of freedom and human rights, as these ideas do not emanate from the Islamic Aqeedah. Furthermore, these same principles are the basis upon which attacks are launched against Islam. The printing of the cartoons that insulted RasulAllah ØµÙ„Ù‰ Ø§Ù„Ù„Ù‡ Ø¹Ù„ÙŠÙ‡ ÙˆØ³Ù„Ù… or allowing right-wing personalities to speak at Canadian universities to spew out their hatred towards Muslims and Islam &#8211; are all justified by freedom of speech. As a result, when Muslims champion freedoms when it comes to issues to protect Islam and then call for its curtailment when it comes to attacking Islam &#8211; people may view this as contradictory and hypocritical. More importantly, the only Deen before Allah Ø³Ø¨Ø­Ø§Ù†Ù‡ ÙˆØªØ¹Ø§Ù„Ù‰ is Islam and not the &quot;deen of freedom&quot;. Iraq and Afghanistan are justified in the name of freedom &#8211; what has it brought except ruin to the people? Senator Phil Graham, and the US congress, deregulated the banks in the name of freedom and they proceeded to destroy the world economy through the issuance of sub-prime backed bonds. The industries pollute the air, seas, and land in the name of free market. It is wrong, therefore, to call for these ideas and call for their implementation as Allah Ø³Ø¨Ø­Ø§Ù†Ù‡ ÙˆØªØ¹Ø§Ù„Ù‰ has prescribed Islam for humanity.</p>
<p><strong>Following the Messenger ØµÙ„Ù‰ Ø§Ù„Ù„Ù‡ Ø¹Ù„ÙŠÙ‡ ÙˆØ³Ù„Ù… in times of Difficulty</strong>    <br />In these difficult times we should reflect on how RasulAllah ØµÙ„Ù‰ Ø§Ù„Ù„Ù‡ Ø¹Ù„ÙŠÙ‡ ÙˆØ³Ù„Ù… taught the Sahabah (ra) to deal with such situations. RasulAllah ØµÙ„Ù‰ Ø§Ù„Ù„Ù‡ Ø¹Ù„ÙŠÙ‡ ÙˆØ³Ù„Ù… allowed the Sahabah to immigrate to Abyssinia to live under the safety and hospitality of the ruler, an-Najashi. Once Quraish heard about this, they sent Amr ibn al-&#8217;As ibn Wa&#8217;il and â€˜Abdullah ibn Rabi&#8217;ah to persuade an-Najashi to hand the Muslims back. Initially, they failed to convince him. However, the next day â€˜Amr ibn al-&#8217;As went back to an-Najashi and said to him, &quot;The Muslims say dreadful things about â€˜Isa, son of Maryam, send for them and ask them about it.&quot; Jaafar ibn Abi Talib (ra) responded on behalf of the Muslims. Before examining his response, we must remember how severe the torture was upon the Sahabah (ra) in Makkah. For example, the mushrikeen of Quraish used to place hot coals on the back of Khabbab ibn Al-Aratt (ra) until he could smell his own fat burn. In other words, the risks were high: if Jaafar (ra) failed to convince the ruler of Absynnia, it would have meant that the Sahabah would be heading back to this type of severe oppression. So what did Jaafar say, when he was asked about Isa (as)? He said: &quot;We say about him that which our Prophet brought, saying, he is the slave of Allah and His Messenger, and His spirit, and His word, which He cast into Maryam the blessed virgin.&quot; In other words, he (ra) answered based on what RasulAllah ØµÙ„Ù‰ Ø§Ù„Ù„Ù‡ Ø¹Ù„ÙŠÙ‡ ÙˆØ³Ù„Ù… taught him. He clearly mentioned that Isa (as) was a slave of Allah Ø³Ø¨Ø­Ø§Ù†Ù‡ ÙˆØªØ¹Ø§Ù„Ù‰ &#8211; even though the Christians consider him, naouthubillah, the son of Allah Ø³Ø¨Ø­Ø§Ù†Ù‡ ÙˆØªØ¹Ø§Ù„Ù‰. Also, the Sahabah refused to bow to An-Najashi, even though it was the custom of the society. Similarly, we must only answer based on what Islam says and not compromise on how we speak to the wider Canadian society.    <br />In Jaafar&#8217;s speech, Jaafar also told an-Najishi the following:    <br />&quot;When they treated us with violence and persecution, besieged us, and prevented us from performing our religion, we left for your country and chose you above all others. We desired your hospitality and hoped we would not be harmed in your domain, O King.&quot; [Ibn Ishaq]    <br />The Muslim community, through Muslims organizations, associations and the Masajid, need to approach Canadian civil society, including unions, womens&#8217; organizations, and other groups who assist the oppressed, with the following message: targeting the Muslim community and its Deen is going to lead to the isolation of our community, increase the tensions between the different communities and undermine the reputation of Canada as a hospitable land. The consequences are dire and far reaching.    <br />Ultimately, As long as we are not living under the shade of the Khilafah we will remain under the threat of a ban like the one in Quebec. Man made legislation is subject to the whims and contradictions of the human mind. May Allah Ø³Ø¨Ø­Ø§Ù†Ù‡ ÙˆØªØ¹Ø§Ù„Ù‰ protect us and enable us to practice our deen. It was on this date in the fateful year of 1924 CE that the last vestige of legitimate Islamic rule was ended. The office of Khilifah was abolished by the treacherous Mustafa Kamal and the Muslim Ummah has since then been plunged in to darkness and humiliation. Thus any trace of the Uthmani Khilafah was extinguished as the 101st Khaleefah of Islam, Abdul Mejid II was exiled from the now secular Republic of Turkey. </p>
<p>His banishment from the land of Anatolia with little more than a suitcase and some cash was the beginning of the humiliation that the Muslim world has suffered to this very day. With what was described as the shield of the Muslims by the Prophet Muhammad ØµÙ„Ù‰ Ø§Ù„Ù„Ù‡ Ø¹Ù„ÙŠÙ‡ ÙˆØ³Ù„Ù… &#8211; now in exile, the Ummah was set to be subjected to numerous tragedies that would involve against it murderous wars, foreign occupation, economic strangulation, political manipulation as well as a cultural colonialism that sought to distance the Muslim world from the concept of Islamic ruling and the obligation of living under the Khilafah.</p>

<p>With the sole legitimate leadership of the Muslims, the Khilafah, destroyed the lands of Islam were divided in to numerous statelets and disputed territories. These new entities were established along the lines of ethnicity, sectarianism and racism by the colonialist powers of the day in an attempt to ensure that Muslim Ummah would never rise again. Nationalism that was nurtured by the colonialists in the run up to the destruction of the Khilafah helped to ensure that these new entities would remain at loggerheads, never to think of uniting again. In addition, the blessed land of Palestine was occupied, its inhabitants dispersed so as assuage the Westâ€™s guilt and a great injustice was committed in establishing the state of Israel. Any attempts to replicate the power of a unitary leadership of the Muslim world were replaced by pathetic and impotent bodies such as Arab League and the Organisation of Islamic Countries (OIC). These organisations were designed to perpetuate disunity and division as they preserved the borders and barriers betweens Muslims that the colonialists had established. These states have never had the interests of Islam and the Muslims at heart. This can be seen to this day, as the OIC and Arab League issue countless resolutions on issues such as Palestine and Iraq without ever actually doing anything to change the status quo. These resolutions are but lip service by the insincere leaders of these entities to the cause of Islam, designed solely to pacify their Muslim populations into thinking that Islam cannot solve the Ummahâ€™s problems.</p>
<p>These rulers have committed far more heinous crimes against the Muslims than simply issuing empty resolutions. Western colonialism put in place a motley crew of dictators, monarchs, autocrats and downright puppets that have served their colonial masters in a manner more loyal than their own populations. Successive rulers have betrayed the interests of Muslims. With their brutality and lack of self-respect seemingly having no limits, the Muslim rulers are falling over themselves in an attempt to please. For example, Qatar today hosts the largest airstrip in the Middle East, to be used exclusively by the US Air Force to bomb Muslim lands and control the skies of the Middle East. Bahrain, which previously hosted the naval forces of the British Empire, now serves as the base for the US Navyâ€™s 5th Fleet. Almost every nation in the Muslim world today has facilitated the military aims of the various colonial at some point. Present day Pakistan, in a clear contradiction of General Musharrafâ€™s own motto of â€œPakistan Firstâ€, is engaging in a war with his own people whilst compromising the sovereignty of the country in allowing US troops to act with impunity. Deploying his powerful military not to defend Muslims from aggression, he has made the Pakistani Armed forces nothing more than mercenaries. They are forced to act as mercenaries by the regime for some paltry economic aid for a corrupt government whilst the blood and honour of their brothers and sisters is violated on a global scale. Due to these tyrannical rulers the armies of the Muslim world have been held back, shackled to their bases, unable to come to the aid of their brethren in Chechnya, the Balkans, Kashmir, Afghanistan, Iraq or anywhere else that conflict rages. </p>
<p>Since the destruction of the Khilafah in 1924 there has been an assault on the resources in the Muslim lands. Starting with the 100-year contracts signed with western oil companies to drill for oil in the 1930â€™s, lucrative contracts are being signed by western agencies for natural resources that rightfully belong to the Ummah. The most recent of which have been the colonial style Production Sharing Agreements (PSAâ€™s) for Iraqi oil. These agreements mean that Iraq oil will be privatised, ending up in the hands of foreign, mostly US, oil companies. In addition to this, these agreements spell out that these oil companies will make up to a massive 75% profit on the oil, with 65 of Iraqâ€™s roughly 80 known oil fields being offered to these companies for exploration. In the words of Dick Cheney during his time as Haliburton CEO in 1999 who said, &quot;By 2010 we will need [a further] 50 million barrels a day. The Middle East, with two-thirds of the oil and the lowest cost, is still where the prize lies.â€ Even the wealth that has been generated has not been utilised by the rulers for the benefit of the people or to secure long-term independence and self-sufficiency. A lack of investment in education, employment and technological infrastructure means that billions of dollars are wasted on importing resources, which could be developed at home. It is shocking that Iran, the worldâ€™s fourth largest oil producer, can only produce 57% of the nationâ€™s daily petrol consumption due to a lack of refineries.</p>
<p>The Muslim world has indeed seen destruction, devastation and calamity for the past 83 years. However, the signs of awakening for the return of the Khilafah are now clear for all to see. The proof of this can be seen in the growing gulf between the rulers and the ruled; the speeches and Khutbahs in universities and mosques throughout the Muslim world that call for a sincere and rightly guided Khaleefah to lead the Ummah; witness the mass demonstrations against the bombing and killing of innocent Muslims by US and UK forces in Karachi, Jakarta, Hebron, Dhaka and other places; the increasingly brutal methods and oppression that the regimes are forced to use to quell the desire for political change such as in Egypt and Uzbekistan. It can also be seen by the actions of the colonial powers who realise that the rulers they imposed upon the Muslim world have no support and no legitimacy, hence they are forced to resort to occupying Muslim lands and cementing their presence through military bases. The global reawakening for Khilafah can also be seen in the desperate and pathetic attempts by the regimes and their scholars, who they have bought for a cheap price, to malign, slander and attack the idea of Khilafah. They lie by saying that the Khilafah cannot be established in the modern age, that Islam and politics do not mix, that sectarian differences are too great, that the western powers are too powerful and that the Ummah of Muhammad ØµÙ„Ù‰ Ø§Ù„Ù„Ù‡ Ø¹Ù„ÙŠÙ‡ ÙˆØ³Ù„Ù… can never be unified. All of the efforts of the enemies of Islam will be in vain for Allah Ø³Ø¨Ø­Ø§Ù†Ù‡ ÙˆØªØ¹Ø§Ù„Ù‰ has promised the believers that the Khilafah will return on the method of the Prophet and there is no power or might other than Allah Ø³Ø¨Ø­Ø§Ù†Ù‡       <br />ÙˆØªØ¹Ø§Ù„Ù‰.</p>

He stood up to the Khalifah Abu Ja`far al-Mansur regarding the hadith â€œThe divorce of the coerced does not take effectâ€. Imam Malik was told not to narrate this hadith but he did anyway and was flogged for it. Even after being flogged and while being paraded he still defied the Khalifah by narrating the hadith.</p>
<p>SAID IBN JUBAIR<br />
Said ibn Jubair fought along side Abdullah ibn az-Zubair and was part of a group called the â€œBattalion of Quran recitersâ€. He was eventually captured and brought to Al Hajjaj.</p>
<p>He is renowned for his conversation with Al Hajjaj and consequent death.All throughout the conversation he remained steadfast to the truth even though this infuriated al Hajjaj even more.What makes him even more special is that you can lie when your life is at risk.When he was finally killed his blood gushed out in a way that al Hajjaj had never seen before, the explanation for this was that Said ibn Jubair was so relaxed at the time of his murder that his blood was kept in its original form, but usually if one is scared or afraid their blood curdles and does not flow profusely.</p>
<p>Abdullah ibn az-Zubair (ibn Asma) He stood up to Yazid and had to fight the army of Al Hajjaj.</p>
<p>While under siege Abdullah ibn Zubair went to his mother,Asma. She asked him, â€œwhat brings you at such an hour when the war is on?â€ He said â€œI came to consult with you.â€Consult with me on what?â€ asked Asma. He said,â€Most of my supporters have betrayed me, either out of greed or out of fear. Only a few remain with me, and they will not be able to resist for long. Messengers have been sent from the Umayyads proposing that I stop the fight, and they would give me whatever I ask for.â€ She answered â€œits up to you.You know yourself best. If you believe that you are right and fighting for a right cause, be persevering in the fight as were your supporters who died for it. But if you are after worldly gains, then wretched are you and you have destroyed yourself and those with youâ€. He later died in battle.</p>
<p>IMAM ABU HANIFA<br />
In 763, al-Mansur, the Abbasid Khalifah offered Abu Hanifa the post of Chief Judge of the State, but he declined to accept the offer, choosing to remain independent. His student,Abu Yusuf, was appointed Qadi Al-Qadat (Chief Judge of the State) instead of himself.</p>
<p>In his reply to al-Mansur,Abu Hanifa excused himself by saying that he did not regard himself fit for the post.AlÂ¬Mansur, who had his own ideas and reasons for offering the post, lost his temper and accused Abu Hanifa of lying. â€œIf I am lyingâ€,Abu Hanifa said,â€then my statement is doubly correct. How can you appoint a liar to the exalted post of a Chief Qadi (Judge)?â€ Incensed by this reply, the ruler had Abu Hanifa arrested and locked in prison and tortured.</p>
<p>IMAM BUKHARI<br />
Even here, there were envious people who did not leave him alone.They met the governor of Bukhara, who was a representative of the Khalif, KhÃ¢lid ibn Ahmad.They told him to call ImÃ¢m BukhÃ¢rÃ® to his house and busy him withteaching his son.When the governor put this suggestion to ImÃ¢m BukhÃ¢rÃ®, he was told,â€I do not want to abuse knowledge and carry it to the footstep of the rulers. If anybody wants to learn, they should come to my schoolâ€.The governor replied, by stating,â€If my son was to attend your school, he should not sit with ordinary people.You would have to teach him separatelyâ€. ImÃ¢m BukhÃ¢rÃ® answered,â€I cannot stop any person from hearing AhÃ¢dÃ®thâ€. Upon hearing this, the governer of Bukhara became angry with him and manufactured a fatwa (verdict) against ImÃ¢m BukhÃ¢rÃ® to banish him from the city.</p>
<p>OTHER EXAMPLES<br />
Ibn al-Qayyim (d. 751/1350) and Ibn Taymiyya (d. 728/1328), both tortured and imprisoned. Ibn Taymiyya died in prison.</p>
<p>Ibn Rushd (d. 595/1198), imprisoned and exiled.</p>
<p>Al-Nisaâ€™i (d. 309/915), beaten and died from his injuries in jail</p>
<p>Al-Tabari (d. 310/923), Muslim historian, was persecuted by fanatic Hanbalis; his books were eventually burned, and grave desecrated by enemies.</p>
<p>Al-Nawawi (d. 676/1277), fired from his teaching post and banned to Damascus, then to Egypt, fired again, arrested and imprisoned, died poor and lonely in his fatherâ€™s home.</p>
<p>The common characteristic of all of the above is that despite obstacles including in some instance the worse of oppression and torture they all remained firm in their belief and constant in their struggles to make the word of Allah highest. May Allah (swt) accept their actions and may we all be inspired to strive in their footsteps. Ameen.</p>

<p>Dubai once symbolized the economic boom of the 21st Century. It was viewed favourably by major Western companies that established offices in the country attracting a large number of foreign workers from Europe, Asia, and elsewhere. With an economy to the tune of $46 billion, the Gulf emirate attracted world-wide attention with its rising property sector.</p>
<p>Today, however, is a different story. The economic situation has deteriorated to the point that expatriates are leaving the country as fast as possible. As reported in the New York Times, debt-ridden foreigners are fleeing Dubai, abandoning their cars at the airport with â€œmaxed-out credit cards inside and notes of apology taped to the windshield.â€</p>
<p><span id="more-578"></span>
<p><strong>Dubai: Growth and Collapse</strong></p>
<p>To understand the collapse of the Dubai economy, one must look at what was driving it. Dubaiâ€™s economy was initially a mixture of trading and oil. Since the 1940s, the city was known as a trading-hub for gold in the Middle East and South Asia. Oil was also a significant component of the economy (e.g. in 1975 oil accounted for 54%). In its drive to copy the Capitalist approach to economy, Dubai expanded heavily into financial services and real estate.</p>
<p>In 2000, Dubai launched the Dubai Financial Market, which sells foreign and local securities (e.g. bonds, stocks). In 2006, Dubaiâ€™s ruler made it legal for foreigners to own property in the emirate.Foreign investors became keen to invest in Dubai, as it was seen as an â€œemerging marketâ€ â€“ similar to India or China â€“ that would take a larger share of the worldâ€™s wealth. This resulted in tremendous expansion of the non-oil sectors of the economy. For example, real estate and construction account for between 30% and 50% of Dubaiâ€™s economy, while oil accounts for only 3%.The fall of Dubaiâ€™s economy began with the flight of capital.</p>
<p>Foreign investors were pulling out their investments for two reasons. Firstly, they knew that emerging markets would be the first to be impacted by the recession. Secondly, they needed the capital to cover their own exposure to the crisis.</p>
<p><strong>Repeat of the Asian Financial Crisis</strong></p>
<p>A decade ago, another region of the Muslim world attempted to organise its economies on the Capitalist model. In the early 1990s, Malaysia, Indonesia, and other South-East Asian countries had high growth rates of 8-12%, which attracted almost half of the total capital-inflow to developing countries. However in 1997, these so-called â€œAsian Economic Miraclesâ€ collapsed when foreign investors withdrew their funds. The financial collapse left the region in ruin with millions left in poverty.</p>
<p><strong>Root Problem: Agent Rulers and Capitalist Solutions</strong></p>
<p>As it has been proven time and time again, the rulers of the Muslim countries are agents of the West. These rulers and the elite in the Muslims countries have given political allegiance to the Western colonial powers, such as America and Britain, and have forcefully imposed the Capitalist system upon the Ummah. They have tied their economic interests to Western financial institutions and corporations making us dependent on the economies of the Capitalist nations.The rulers and the elite try to emulate their Western colonial masters when it comes to issues of economic development.</p>
<p>For example, Sheikh Mohammed Bin Rashid al Maktoum, the agent-ruler of Dubai said in 2007, â€œThe services sector was the driving force behind Dubai&#8217;s economic growth, contributing 74% of GNP, mirroring the economies of the developed world.â€ When faced by an economic challenge, they run to their Western colonial masters for advice and solutions. For example, UAEâ€™s Central Bank unveiled a $10 billion bailout package to address Dubaiâ€™s problems â€“ mimicking America, Canada, and Europe.</p>
<p><strong>Islam: Do Not Imitate Other Nations</strong></p>
<p>Rasulâ€™Allah (saw) has clearly forbidden us from following the ways of other nations:<br />
â€œYou would tread the same path as was trodden by those before you inch by inch and step by step so much so that if they had entered into the hole of the lizard, you would follow them in this also. We said: Allah&#8217;s Messenger, do you mean Jews and Christians (by your words) &#8220;those before you&#8221;? He said: Who else (than those two religious groups)?â€ [Muslim]</p>
<p>As a result, if we attempt to imitate the Capitalist nations we will fail to achieve prosperity in this life and face humiliation in the next life because of our disobedience to the Messenger of Allah (saw). As we witness the spectacular collapse of the Capitalist financial system â€“ in Dubai or in America itself â€“ we should take the time to realize that it is only through Allahâ€™s (swt) assistance that we can achieve economic success.</p>
<p><strong>Intellectual Decline: The Key Obstacle to Progress</strong></p>
<p>The greatest resource that the Muslim Ummah has is not its scientific discoveries, its vast number of doctors and engineers, massive oil &amp; mineral reserves; or even its enormous population. The greatest fortune this Ummah has is the Islamic thoughts, which emanate from the Islamic Aqeedah. Material wealth, scientific discoveries, and industrial inventions are of much lower importance than the Islamic thoughts.</p>
<p>In fact, any material and scientific progress depends on the Ummah embracing the Islamic thoughts and implementing them in society.The Islamic thoughts are not restricted to matters of ibadat. They encompass all issues that a human being will face in this life.</p>
<p>Allah (swt) revealed:<br />
<em>And We have revealed the Book to you as an exposition to all things, a guide, a mercy and glad tidings to Muslims.&#8221;[TMQ 16:89]</em></p>
<p>When the Muslim Ummah was a leading nation, it relied solely on Islam to deal with all the affairs of life, including economy, governance, foreign policy, etc. The majority of Muslims used wahy (revelation from Allah (swt)) to judge the challenges that faced them. As a result, the Ummah was productive in all spheres of life, including science and technology. For example, during the Mongol invasion, the Muslim Ummah came across â€œAl-Yaasiqâ€; a law-book compiled by Genghis Khan, which contained some rulings that were derived from various religions (e.g. Judaism, Christianity, Islam, etc) and his own opinions. The book became the legal code followed by the children of Genghis Khan.</p>
<p>However, ibn Katheer (rh) looked at the issue in light of the ayah revealed by Allah (swt):</p>
<p><em>â€œDo they then seek the judgement of (the days of) ignorance? And who is better in judgement than Allah for a people who have firm faith?â€[TMQ 5:50]</em></p>
<p>Based on this (and many other ayat and ahadith), he rejected al-Yassiq and enjoined on the Ummah to also reject it and follow the laws reveled by Allah (swt).</p>
<p>Unfortunately, the Ummah has lost this productive way of thinking. This process occurred over centuries, but was most pronounced during the military and intellectual invasion of Europe that has persisted since the 18th century until the present day. During this period, the Ummah became fascinated with the material success of Europe and blindly adopted the Capitalist solutions â€“ without fully realizing that these solutions were alien to Islam. Dubaiâ€™s approach to economy (e.g. adopting Capitalist solutions of the free market, riba, bailouts, etc) is just a current example of this phenomenon. With the Islamic way of thinking abandoned, we see ourselves mired in poverty â€“ despite the abundance of material resources in our lands.</p>
<p>However, today, with the help of Allah (swt) the Ummah is responding to the call to resuming the Islamic way of life through the re-establishment of the Khilafah Rashidah in the Muslim lands. Muslims are re-gaining their confidence and trust in Islam and openly calling for its implementation</p>
<p><strong>Khilafah: Making the Islamic Aqeedah Central to Society</strong></p>
<p>The path to progress begins with embracing the Islamic Aqeedah: recognizing that Allah (swt) is the sole Legislator and being confident that the Shariah is more than capable of managing the affairs of the Ummah â€“ in all spheres of life (i.e. ibadat, politics, economy, etc). Once we understand this as the way forward we must work to purge the Muslim lands of Capitalist thinking. The Capitalist solutions are man-made and they are as limited as the minds of the men who laid them down. Consequently, they will inevitably fail.</p>
<p>To understand how the Islamic thought process works, we can examine how Islam approaches the issue of economy in contrast to Capitalism. In Islam, the key economic problem is the distribution of wealth. This is based on understanding of why the Messenger of Allah (saw) divided the booty gained from Bani Nadheer exclusively among the Muhajireen and the poor members of the Ansar. Regarding this incident, Allah (swt) revealed:</p>
<p><em>â€œWhat Allah has bestowed on His Messenger (and taken away) from the people of the townships, belongs to Allah,- to His Messenger and to kindred and orphans, the needy and the wayfarer; In order that it may not (merely) circulate between the wealthy among you.â€[TMQ 59:7]</em></p>
<p>Based on this ayah (and other rulings in economy, such as the prohibition of riba), Allah (swt) makes it clear to us that the Khalifah must work to ensure that the wealth circulates through the whole of society. The Capitalists, on the other hand, believe that the economic problem is to maximize production. For example, we see the Capitalists measure the economy by looking at the Gross Domestic Product (GDP) and not how many people are homeless, hungry, etc. Thus, for the Ummah to progress economically we must adopt the Islamic idea that the key economic problem is distribution â€“ as this is the Haqq (Truth) â€“ and reject the idea that we must increase production at all costs â€“ as this is Batil (Falsehood).</p>
<p>Once the Haqq is clear from the Batil, we must work to make Islam the sole reference point in society. This means the thoughts, emotions, and systems â€“ political, education, economic, and social â€“ will be based solely on what Allah (swt) has revealed. This can only be achieved through the re-establishment of Khilafah in the Muslims lands. Muslims must work globally on the Prophetâ€™s (saw) method of intellectual and political struggle, which requires us to join a group and purge ourselves of Capitalist concepts and solution and replace them with Islamic concepts and solutions from the revelation of Allah (swt) through intense study. We must also interact with the Muslim Ummah and promote the Islamic alternative. In the Muslim lands we must also seek the nusrah (support from influential members of society) just as our Prophet (saw) did from al-Ansar (ra).</p>
<p>May Allah (swt) help us to establish the Khilafah Rashidah in the Muslim Lands according to the method of the Prophet (saw) and build a global economic system that will bring prosperity to all.</p>
<p><em>â€œAnd the Jews will not be pleased with you, nor the Christians until you follow their mila (way).â€[TMQ 2:120]</em></p>
